Thomas Papakonstantinou, Chief Executive Officer of Artemis ITS

Thomas Papakonstantinou

Chief Executive Officer

Thomas Papakonstantinou founded Artemis ITS in Greece in 2008 and has led it from a local telecom services firm into a European infrastructure group of approximately 900 people operating across Greece, Germany, the Netherlands and Austria, with €172.4M in revenue. Under his leadership, Artemis has designed, built and maintained fiber networks for leading European carriers and network operators – including through Germany’s fastest period of fiber expansion, where the group scaled multi-crew self-performed construction across major FTTH programs.

He now leads the group’s entry into the United States as founder-CEO of Artemis ITS Inc., bringing the same model to the U.S. market: engineering-led planning, self-performed construction with the company’s own crews and equipment, and accountability for delivery end to end.

He holds a degree in Electrical, Electronics & Communications Engineering from the Aristotle University of Thessaloniki, completed executive education at Harvard Business School, and has spent more than 25 years in telecommunications infrastructure.
